ReCon is seeking a qualified Project/Turnaround Estimator for an
opportunity at a local industry location in Westlake,
Louisiana.Summary of Description:---Reconciliation and audit of
invoices relative to services received and contractor cost reports,
agreed billing rates and terms and
conditions.Duties:---Reconciliation and audit of invoices relative
to services received and contractor cost reports, agreedbilling
rates and terms and conditions.---Input actual costs into project
cost reports in preparation for Project Manager's review and
forecasting of final costs.---Update individual project cost
reports for actual cost to date.---Monitor contractors project
controls systems (Cost Reports, Productivity Analysis, Forecasts,
etc.)to ensure costs are being managed within the approved Project
funding and/or requests.---Validate contractor cost reports ensure
incorporated into overall Project Cost Reports.---Interface with
Project Accountant and Client Accountant.---Ability to learn to
analyze and compile data that may have an influence on costs,
efficiencies, trends, etc. Such factors include labor, materials,
subcontracts, special machinery requirements and location.---Assist
others with estimates and bids.---Communicate and interface with
all other project team members.---Assist in preparing routine
and/or special request reports per established instructions,
department procedures and deadlines.---Assist cost engineers in
compiling cost data, preparing costs and manpower forecasts,
etc.---May calculate/prepare material to validate installed vs.
estimated quantities, comparison reports, charts, and tables for
analysis.---Administrative duties associated with day-to-day
routine activities designed to provide practical application of
cost methods.---Perform other job-related duties as assigned.Client
Provided Details: Purpose of Job - The compilation of reliable cost
estimates on capital projects and turnarounds. - Main focus will be
on micro to large projects and provide support on turnarounds. -
Perform the required quality checks for internal and external
(contractor/service providers) estimates. - Liaise with Customers,
Business unit owners, and external parties.Key Accountabilities -
Compile multi-discipline capacity/ equipment factored estimates
based on conceptual/ basic engineering packages. - Prepare an
estimate in accordance with the pre-established norms and standards
set in procedures and policies. - Ability to do quantity take-offs
from design drawings & compile material take-off lists and/or BoM
or Schedule of Quantities. - Ensure the required estimate inputs
are obtained as per procedure and contribute through appropriate
challenging of input provided. - Maintain and update rates / prices
in the estimate data base to ensure accuracy of estimates produced.
- Regularly benchmark current pricing / rates for labor, services
and materials with industry. - Identify, communicate deviations to
guidelines and standards and ensure compliance. - Provide the
necessary deliverables to support the activities of cost control,
data base portfolio management and Sasol Group Insurance. -
Participate in estimating kick-off alignment/ clarification review
meetings. - Develop external relationships with service providers
and advise on estimating requirements and objectives. Perform
quality reviews on estimates provided by third parties. - Perform
gap analysis of processes/procedures and propose and implement
changes/improvements to procedures and systems to enable the
compilation of accurate project estimates. - Maintenance of
estimate KPI's in the Project Services performance dashboard. -
Conducting cost estimating Level 1 & 2 assurance (e.g. health
checks) - Aspen Economic Evaluation super-user for Chemicals
AmericasFormal Education - Bachelor's degree in Engineering,
Project/Construction management or similar technical degree -
preferred. Working Experience - Minimum 10 years of experience in
maintenance, construction or project execution. - Minimum 6 - 8
years related to Estimating small to medium projects with knowledge
on large to Mega (Tier 1-3) projects. - Quantity surveying
experience would be advantageous. Required Professional and
Personal Skills - Independently deliver estimates in line with the
mutually agreed upon estimate requirements - Working knowledge of
different project execution and contracting strategies.Competent
knowledge of cost estimating analytical techniques (e.g. cost
ratios, validation, QA). - Working knowledge of international cost
estimating relocation techniques and influencing factors. -
Understanding the rules, regulations, sanctions and other statutory
requirements, guidelines and instructions relating to governing
bodies and organizations, both internally and externally. - Takes
accountability for driving own growth through developing
self-awareness, reflecting, seeking feedback and self-correcting -
Ability to influence outside of own function. - Ability to work
with different level/structures up to VP level. - Interact with
other departments to ensure timeous submission of information. -
Maintain and build relationships based on a high standard of trust,
driving respect, openness and credibility with all stakeholders. -
Effective communication skills. - Good knowledge of Microsoft tools
(excel, power point & word) and cost estimating tools (e.g. Aspen
Economic Evaluation). - Dedicated with strong work ethics,
enthusiasm and positive attitude. - Working in a diverse and
multi-cultural team. Physical Requirements:--- Ability to walk up
to one mile on industrial plant and construction sites outdoors at
any time of the year. --- Ability to work in protective clothing
which may elevate body temperatures by several degrees Fahrenheit
for periods of up to 15 minutes without a break.--- Ability to use
multi-level stair towers and rung ladders unassisted.--- Ability to
hear safety alarms and signals while wearing hearing protection.
--- Ability to sit at desk and operate computer for extended
periods of time.--- Ability to stand, use hands and fingers, grip,
handle or feel; reach with hands and arms; climb or balance; stoop,
kneel, crouch or crawl; and talk and hear.--- Ability to see with
visual acuity and distinguish between colors.--- Ability to operate
a motor vehicle and have a valid driver's license.--- Ability to
lift and carry 15 lbs. on a regular basis is required and at times
lifting up to 25 lbs. may be required.
