ReCon Management Services, Inc. is seeking a qualified Project
Engineer for an in plant opportunity at a local refinery in
Westlake, LA.Summary of Description:Develop and oversee the
engineering and design efforts for construction drawings / packages
for projects.Duties:Assist in the definition of project work scopes
for engineering requirements, including package deliverable
requirements.Assist with Process Safety Management/Process Hazard
AnalysisConcisely describing the project requirements by means of
engineering sketches and verbal instructions to the design staff.
Presenting this work to the design personnel in an organized form
suitable for design by the available personnel.Coordinating and
organizing work with other disciplines. Maintaining good working
relationships between disciplines.Checking drawing packages for
completeness and accuracy.Performing calculations required for
their discipline. The ability to check calculations of other
engineers for completeness, code compliance and accuracy.Equipment
Specifications and Vendor interaction.Perform other job-related
duties as assigned.Education and ExperienceBachelor of Science
Degree in a related technical field from an accredited university
with at least five (5) years of experience in petrochemical,
chemical, offshore, pipeline or utility industries; or an
equivalent combination of education and experience sufficient to
successfully perform the essential duties of the job such as those
listed above.License Requirements:Valid Driver's License as per
State law or requirementProfessional Engineer Intern with
professional registration preferredSpecific Skills:Knowledge of
discipline design codes and other industry standard discipline
related regulatory codes expected.AutoCAD knowledge with 2 years
minimum experience preferred.Process Safety Management/Process
Hazard AnalysisProficient in Microsoft Office and Outlook or
similar software with preference on spreadsheets, data base and
word processing.Familiar with discipline specific compute
applications (i.e., ETAP, STAAD, CEASAR, etc.)Physical
Requirements:Ability to walk up to one mile on industrial plant and
construction sites outdoors at any time of the year. Ability to
work in protective clothing which may elevate body temperatures by
several degrees Fahrenheit for periods of up to 15 minutes without
a break.Ability to use multi-level stair towers and rung ladders
unassisted.Ability to hear safety alarms and signals while wearing
hearing protection. Ability to sit at desk and operate computer for
extended periods of time.Ability to stand, use hands and fingers,
grip, handle or feel; reach with hands and arms; climb or balance;
stoop, kneel, crouch or crawl; and talk and hear.Ability to see
with visual acuity and distinguish between colors.Ability to
operate a motor vehicle and have a valid driver's license.Ability
to lift and carry 15 lbs. on a regular basis is required and at
times lifting up to 25 lbs. may be required.

Client Provided DetailsStaff Project Engineer working on a medium
or large size Project for 6-12 monthsResponsibilities:--- Own the
MOC process from evaluation stage through close out of PSSR and
post SU actions.--- Answer RFIs from field contractors and off-site
fabrication shops.--- Review and approve purchase orders from a
technical standpoint.--- Monitor system turnover process and
facilitate system walks as they complete.--- Assist the PTO team as
it relates to technical items.--- Trouble shoot and resolve
construction clashes and engineering errors in the field.--- Serve
as the main liaison between the PMT/CMT and the engineering
contractor.--- Review/compile comments/approve vendor documents and
engineering transmittals as needed.--- Work with Document Control
clerk to ensure all engineering documents and deliverables are
current and transmit revs as needed.--- Work with T/A planning to
transmit all packages, review and walkdown scope, and analyze T/A
plans for technical completeness and accuracy.--- Work any and all
T/A and misc. shutdowns for the duration of the high intensity work
period to support the execution of project scope.--- Manage an
assigned area within a large or medium project or the entire scope
of a Business Unit lead project from FEL 0/1 through EPC--- Direct
the assigned engineering contractor and manage compliance with
contract requirements--- Manage all technical issues for
Engineering/Design/Fabrication--- Lead the preparation of the Scope
of Work and Design Basis for assigned area--- Approve technical
portion of Purchase Orders and review all vendor documents---
Coordinate preparation of the Scope of Work for contracts--- Manage
the budget and schedule for the Engineering and Procurement
contractor--- Engage Maintenance and Operations for FEL and EPC---
Lead reviews of engineering documents and 3D Model--- Engage
technical specialists as required to review and approve the Design
and Construction documents.--- Ensure construction is represented
on the design team--- Set up document control to distribute all
engineering documents to appropriate parties in a timely manner---
Issue project specifications to the contractors and ensure that
they are followed--- Ensure Quality is integrated into the design
documents--- Take responsibility for the Management of Change
Process--- Coordinate to resolution all technical issues that arise
during the Construction or Installation PhaseBasic Requirements /
Required Skills & Competencies--- Bachelor's Degree in
Engineering--- Good understanding of the project process and
interactions required to execute a Project--- Strong technical
background and skills to lead technical specialists--- Ability to
review vendor technical qualifications, approve vendor drawings and
perform final equipment inspection--- Experience in specifying
equipment and evaluating alternatives--- Experience in preparing
Cost Estimates and reviewing Contractor Budgets--- Developed
network of technical specialists to assist with resolving project
issues--- Understanding of Safety and Environmental requirements
and can lead their integration into the design and facilitate the
PSM process--- Understanding of the constructability process and
can ensure that engineering is construction driven--- Facilitate
selected Value Improvement Practices (VIPs)--- Good knowledge of
CPMS and Corporate Technical Standards--- Effective communicate
skills to coordinate a diverse team of professionals--- Experience
to ensure quality is integrated into the design and that
contractors follow the project quality process related to
engineering--- Field experience in construction or as a technical
support role to construction--- Versed in development of bid
documents and technical evaluation of bids and bidders---

Desire to lead safety in the field and participates in field safety
meetings and job safety analysis reviewsPreferred Skills &
