Systems' Sector is looking for a Director, Programs 1 to support
the Aircraft Maintenance and Fabrication Center (AMFC) Operating
Unit in Lake Charles, LA. You will lead a program management team
aligned to common program performance goals. Your p rimary
responsibilities are the management of cost, schedule, and
technical performance of company programs . The position will
require a candidate with strong leadership and decision-making
skills with the ability to perform in a dynamic environment. The
position must role model Northrop Grumman leadership
characteristics. Strong communication and executive presence skills
are required to be able to effectively interact with a
geographically disbursed team and to interact with senior
leadership.You are responsible for developing a performance and
growth strategy for their teams and ensuring coordination and
management of all phases of execution, from inception (proposal
development) through completion (contract closeout). The Aircraft
Maintenance and Fabrication Center within Northrop Grumman System
Sustainment and Software Business Unit pushes the boundaries of
innovation, redefines engineering capabilities, and drives advances
in aircraft maintenance and modification. Our team specializes in
platform stewardship for high value, Low Density/High Demand (LDHD)
aircraft fleets where quality and schedule drive performance. Come

are not limited to: The successful candidate will demonstrate
experience in the following abilities and meet basic
qualifications:
- Business and Program Management Acumen: The ability to apply
knowledge, insights and understanding of business and financial
concepts, tools and processes to the benefit of program decisions,
actions, and performance
- Risk & Opportunity Management: The ability to address program
or business uncertainty through an organized and analytical forward
looking approach that identifies risks and opportunities,
determines appropriate handling plans, and manages, controls, and
communicates risks and opportunities throughout the lifecycle of
the program
- Issue & Problem Resolution: The ability to identify and address
program impacts through a systematic, proactive, approach to issue
and problem resolution that identifies, communicates, monitors, and
promptly resolves conflicts across all levels of the program
- Team Building and Employee Development: The ability to develop
effective teams and support employees with improvement in their
competencies, knowledge, and skills.
- Resources: The ability to plan for, identify, estimate, cost,
acquire, schedule, and retire resources needed to satisfy program
requirements within organizational constraints
- Communications: The ability to effectively manage
communications with all organization stakeholders through organized
processes to ensure that program information is defined, collected,
shared, understood, stored and retrieved in a manner that
effectively meets program and stakeholder needs. Ability to
communicate effectively at executive and working level
- Customer Intimacy: Consistently makes time to seek and
incorporate input from customers and understand their expectations.
Demonstrates commitment and energy to meet customer needs. Builds
strong relationships with strategic partners and key suppliers.
Guides program team and support functions on how to take action to
satisfy customer expectations
- Proposal Management: The ability to define proposal strategy,
lead proposal teams, analyze and shape RFPs, produce and deliver
winning proposals, effectively track and incorporate Review Team
comments and findings, and manage post-proposal submittals (orals,
finding responses).
- Technical Performance: The ability to establish and apply a
technical performance baseline to monitor and compare key program
technical performance measures, assess program and product status,
and take appropriate action to maintain conformance with the
baseline.
- Responsible for the cost, schedule and technical performance of
programs.
- Participates in the negotiation of contract and contract
changes.
- Define proposal strategy, lead proposal teams, shape RFPs and
produce winning proposals
- Develops new business or expands the product line with the
customer; works in partnership with Capture, Business Development
teams in this area.
- Works with the program management team in directing the work of
employees assigned to the programs from technical, manufacturing,
supply chain, mission assurance, business management, and other
areas of the program.
- Establishes strong business relationships with prime
contractors, US Air Force, US Navy, and international
customers.
- Proactively identifies trends, risks, and opportunities within
the organization and develops solutions in partnership with peers,
division and matrix leadership, functional and regional/division
team members.
- Using data and analytics, develops solutions to current
business issues as well as proactively engage in opportunity
expansion and risk mitigation.
- Concisely and effectively presents information to the
management team to enable good business decisions.
- Provides day-to-day people leadership of a diverse team and
creates an environment that accelerates development of talent and
drives continuous improvement.
- Actively participates in employee engagement activities
including engagement action team leadership.
- Responsible for performance addressing cost, schedule, and
technical quality for related Work Breakdown Structure (WBS)
elements on all assigned programs.Up to 25% travel may be required
Basic Qualifications:
- Bachelor's Degree and 12 years' experience supporting U.S.
Government contracts and customers and/or project management in
other industries
- Eight (8) years of demonstrated successful experience in a
leadership role with large teams/and or organizations to achieve a
common goal
- Relevant contract type experience (FFP, CPFF, T&M) on
Department of Defense (DoD) contracts
- Ability to obtain and hold a Secret security clearance level
Preferred Qualifications:
- Master's Degree in business or STEM related discipline
- Experience with multiple DoD weapon systems or sustainment
elements.
- Demonstrated systems or sustaining experience with one or more
aircraft systems such as: avionics, electrical, computer,
structural, fuel, flight controls, communications , or mechanical
systems
- Current and active Secret or above security clearance Salary
Range: $176,200 USD - $264,400 USD Employees may be eligible for a
discretionary bonus in addition to base pay. Annual bonuses are
designed to reward individual contributions as well as allow
employees to share in company results. Employees in Vice President
or Director positions may be eligible for Long Term Incentives. In
addition, Northrop Grumman provides a variety of benefits including
