The Aircraft Maintenance and Fabrication Center within Northrop
Grumman Defense Systems pushes the boundaries of innovation,
redefines engineering capabilities, and drives advances in aircraft
maintenance and modification. Our team specializes in platform
stewardship for high value, Low Density/High Demand (LDHD) aircraft
fleets where quality and schedule drive performance. Come be a part

AMFC is part of the System Sustainment and Software Business Unit
that designs, manufactures, operates and maintains airborne
platforms, sensors and electronic warfare systems for US military
services and our international allies.
The Northrop Grumman Aircraft Maintenance and Fabrication Center is
seeking a Proposal Manager 1 to join our team. You will work with
teams creating compliant, compelling business proposals that result
in winning new business with U.S. and international customers.
This position will be located in either Lake Charles, LA.
Primary Responsibilities:
Develops and executes proposal plans, estimates resources (people,
schedule, and budget), analyzes RFPs, creates outlines and
compliance matrices
Coordinates the collection and accumulation of cost, scheduling,
and performance elements from functional departments
Compiles cost, schedule, and technical elements in the development
of proposals in accordance with request for proposal (RFP)
specifications
Researches and analyzes historical data, develops cost models to
support proposal efforts
Engages with Capture Manager to craft proposal strategy and develop
compelling messaging that addresses the strengths of the Northrop
Grumman offering
Creates compliant, compelling proposals that clearly and succinctly
address the RFP requirements
Ensures on-time delivery of proposals and document lessons learned
to improve processes.
Performs volume lead and writing assignments in support of other
proposal managers
Works closely with Program Management and Supply Chain Management
to ensure supplier quotes comply with requirements.
Researches and critically analyzes large volumes of data using
spreadsheet and data mining skills to isolate and prioritize key
data.
Summarizes and presents detailed information in internal management
reviews and customer fact-finding meetings.
Highly organized, detail oriented and self-motivated with
demonstrated abilities to prioritize work and meet tight
deadlines.
Team player with strong interpersonal, written, and verbal
communication skills; ability to present concepts and
recommendations to all levels within the organization.
Demonstrated ability to think analytically, solve problems and
convert complex data to actionable information.
Detail oriented, with ability to understand the big picture.
NGSkills
Basic Qualifications:
1. A High School diploma and a minimum of 9 yrs of direct relevant
experience; A Bachelor's degree in a technical, management, or
business discipline with a minimum of 5 years of relevant proposal
experience or a Master's degree in a technical, management, or
business discipline with a minimum of 3 years of relevant proposal
experience may be considered.
2. A minimum of 2 years of specific experience in proposal
management.
3. Experience leading proposals and/or performing as a writer on
proposals.
4. Experience developing compliant BOEs.
5. Ability to travel as required.
6. Strong attention to detail required as this position requires
processing large amounts of data across dozens of programs
simultaneously.
7. Strong teamwork and communication skills to ensure changes to
plans are fully understood.
8. Ability to organize, balance and prioritize multiple tasks
simultaneously in a highly dynamic aerospace maintenance and
modification environment.
9. Strong computer skills including MS Office required
(particularly Excel and MS Project).
10. Ability to obtain any security clearance if it becomes a
requirement.
Preferred qualifications
1. Experience with agile processes and tools
2. Proficiency in SharePoint
3. Experience with international programs, proposals, and
contracts
4. Excellent skills in critical thinking, writing, editing and
visual element planning
5. A current Secret or higher clearance.
Salary Range: $87,900 USD - $131,900 USD
Employees may be eligible for a discretionary bonus in addition to
base pay. Annual bonuses are designed to reward individual
contributions as well as allow employees to share in company
results. Employees in Vice President or Director positions may be
eligible for Long Term Incentives. In addition, Northrop Grumman
provides a variety of benefits including health insurance coverage,
life and disability insurance, savings plan, Company paid holidays
and paid time off (PTO) for vacation and/or personal business.
