Basic Function
The Lead Reliability Engineer, Instrumentation role provides support to the Olefins, LLDPE, and LDPE manufacturing facilities, as well as the Utilities Unit at the Lake Charles, Louisiana Integrated Polyethylene Facility. This position will be responsible for ensuring the long-term instrument and controls reliability of key manufacturing units, which are critical assets to the company's financial success. Responsibilities include establishing long-range plans for instrument equipment, supporting production unit maintenance/reliability efforts, and driving improvements in maintenance work processes, procedures, performance, and cost. In addition, this position will directly influence capital projects that are targeted for site improvements. This role combines a manufacturing management function with forward-looking objectives to improve overall site performance with a focus on equipment integrity and proactive response. This position will manage and develop a team of Instrument Reliability Engineers and Instrument Specialists.
Roles & Responsibilities
General:

  • Lead a team of Instrument and Controls Reliability Specialists and/or Instrument Reliability Engineers at the Joint Venture Louisiana Integrated Polyethylene site
  • Support and participates in the site's safety programs.
  • Apply data analysis techniques to develop engineering solutions to repetitive failures and other problems that adversely affect plant operations including capacity, quality, cost, and regulatory compliance issues
  • Develop Preventive (PM) and Predictive (PdM) Maintenance Plans and associated maintenance procedures, guidelines, or work instructions.
  • Support development of Obsolescence and Long-Range Plans, which includes identification of Bad Actor equipment and development of mitigation plans (i.e., AMS Initiatives, SIS, PLCs, and governor systems, etc.)
  • Conduct investigations to determine root cause of equipment failures; complete and close findings as required.
  • Lead or participate in site reliability improvement teams which identify, prioritize, and resolve maintenance/reliability/production issues.
  • Assist in the development of the yearly reliability budget and program spending plans.
  • Provide technical/engineering specifications for design of new and inspection/repair of exiting pieces of instrument and controls equipment.
  • Provide support to establish adequate spare parts and preventative maintenance tasks on equipment.
  • Provide planning support for major instrument and controls refurbishments and replacements, specifying scope of required work and technical details to ensure successful execution.
  • Mentor engineers, specialists, and technicians and provide training in instrument and controls equipment operation and repair.
  • Develop and maintains site systems and procedures to implement corporate engineering and operational excellence standards.
  • Execute site Capital projects per corporate project management process.
  • Responsible for gaining and maintaining instrument and controls knowledge of units and instrument and controls changes to units, to enable effective operation and detection of unusual or abnormal instrument conditions.
  • Responsible for taking readings, utilizing plant data/control systems, and observing process conditions on a continual basis to maintain good control of the unit.
  • Provide accurate and timely communication to co-workers and works with other functions to improve individual and unit performance. Area of Expertise, Requirements:
    • Basic proficiency in the following areas with the ability to develop additional skills in particular areas:
    • Knowledge of industry codes and standards (i.e., IEEE, ISA, IEC, NFPA, NEC)
    • Instrumentation and measurement technology
    • Failure analysis
    • Analysers & Gas chromatographs
    • Reliability engineering
    • Reliability data analysis
    • AMS - Asset Management Suite device manager/ Valve Link Snap on
    • SIL Calculations
    • Ability to apply computer software tools (SAP, Microsoft Office, ExSILentia, Conval)
    • Ability to grasp LyondellBasell Operational Excellence GAIS (FLOC, Asset Register, PM's PdM's, etc.)
    • General Knowledge of and exposure to SAP
    • Knowledge of industry practices for Safety Instrumented Systems (SIS) and instrumentation Mechanical Integrity (MI) programs including the applicable sections of OSHA 1910 and IEC 61511
    • Experience with Reliability principal application to instrumentation and shutdown systems. Distributed Control System (DCS) experience with hardware installation, design, troubleshooting and maintenance. #LI-RJ1
      Min. Qualifications
      • Bachelor's Degree in Electrical Engineering
      • 10+ years of plant experience (refining or petrochemical, preferred) working with Instrument and Controls Equipment
      • Experience as Lead Instrument and Controls Reliability Engineer for an Operating Plant is preferred
      • Experience performing varying roles in support of plant turnaround and/or instrument and controls commissioning (planning, execution, start-up support, etc.)
      • Experience performing equipment troubleshooting and root cause failure analysis is required Languages: English, additional language preferredOther skills:
        • The critical competencies for this position are communication, teamwork, problem solving and decision-making, results orientation, initiative, relationship building, and technological orientation
        • Strong interpersonal skills; Able to communicate well within the team as well as with other discipline personnel
        • Efficient at usage of MS Office tools
        • Must be a self-starter
